The limiting numbers thing has been rumbling for years. It is possible that some action will be taken now. The main problem is cruise ships. Those visitors who stay in hotels or other accommodation are at least spread out for want of a better term, doing different things, at the pool, on a beach, on a tour, on the cable car, on the wall or somewhere else and they are at least spending money in the local economy. The passengers of a ship(s) descend and it is like a locust swarm with herds following an umbrella on the same tour in the town and spending very little if anything. And like Venice, there is now no semblance of normal every day life in Dubrovnik itself. It is tragic really. I would love to go back but I can't really cope with the numbers of people described.
