The Scilly Isles are part of England and subject to the laws of England and Wales, so naturism is as legal there as anywhere else in the country. What local attitudes are and whether the police (do they have any local police on the islands?) follow the college of Policing guidance, I wouldn’t know. It is many years since I was there, before a naturist. I don’t think I even managed a skinny dip there.
