time2bfree has his tongue in his cheek there, I think, although of course he's right from a legal point of view - everywhere is now technically clothing optional, but that doesn't mean it's socially acceptable, more's the pity.
Holkham Beach is the famous one - look it up on this forum. Winterton is the other well-known spot.
Other beaches, rivers, lakes etc - use your discretion.
Have a look at the wild swimming web sites for their wild swimming spots in the area. In addition to the ones that they specify for skinny-dipping, many of the others are also suitable with reasonable discretion. Wild swimmers tend to be far more nudity friendly than the general population.

The only people who can impose a dress code on a swimming venue are the venue owners and operators. If the location is a public place there is no reason not to swim naked if you choose.
The only constraint is whether you feel comfortable swimming naked there.
